1. In downtown Legazpi, head to Integrated Terminal.
2. At the terminal, find a bus heading to Tabaco City.
3. On arrival at Tabaco City, ride a tricycle heading to Tabaco Port.
4. There, charter a boat heading to Pinamuntugan Island.
